# Luiss University Rome: Programmes, Admission and Fees

Luiss Guido Carli is a private university in Rome focused on economics, management, law and political science. Its bachelor's (laurea), master's (laurea magistrale) and five-year law degrees are Italian state degrees with full legal value. For a non-EU applicant, the first bachelor's year in 2026/27 costs $15,900 (€14,000) plus the Lazio regional tax. Entry is through the online Luiss Test or SAT/ACT scores. A school certificate issued after 11 years of schooling, such as the Russian attestat, is not enough on its own: Luiss requires an extra university year or a foundation programme.

## Who Luiss suits {#section-1}

Luiss makes sense if you want economics, business, law or politics in Rome, taught in English, and can pay private-university fees. Luiss reports a place in the QS top 23 for Politics and International Studies, 18th in the Financial Times Masters in Finance 2026 ranking and 30th for its Masters in Management.

If budget is the main constraint, compare it with Rome's public universities (Sapienza, Tor Vergata, Roma Tre), where fees depend on family income and regional grants are open to international students. ## Bachelor's and master's programmes {#section-2}

Teaching runs through the Undergraduate School, Graduate School and Postgraduate School, with research in seven departments. Bachelor's degrees take three years; law is a five-year single-cycle degree.

Master's degrees last two years. English-taught options include Global Management and Politics, Law for Global Challenges, the English tracks of Strategic Management and Government and Public Affairs, plus Finance, Management, Corporate Finance and Data Science and Management. Italian-taught options include Administration, Finance and Control and the banking track of Economics, Institutions and Financial Markets.

Luiss Business School and the Postgraduate School run separate one-year masters and MBAs with their own fees and rules; they are outside the scope of this page.

## Who awards the degree {#section-3}

Luiss itself awards the laurea and laurea magistrale. They sit inside Italy's state higher-education system and carry the same legal value as degrees from public universities. For recognition at home, Russian graduates apply to Glavexpertcentr and Kazakh graduates to ENIC-Kazakhstan; Italy, Russia and Kazakhstan all use the Hague apostille. Double and triple degrees are awarded jointly with partner universities; Luiss lists about 60 such joint and dual programmes, and the partner depends on the programme.

## School-certificate rules for CIS applicants {#section-4}

Luiss publishes a country-by-country list of accepted school certificates. For the Russian Federation, the attestat is accepted only together with one compensatory measure:

1. a foundation programme of at least one academic year, relevant to the chosen field, issued by an accredited university; or
2. one full year of studies at a recognised university with all first-year exams passed.

For Kazakhstan, only the certificate from Nazarbayev Intellectual Schools is accepted without an extra year; graduates of regular schools in Kazakhstan, Uzbekistan and Ukraine need the same compensatory measure, and a Ukrainian certificate must also come with the NMT result. School documents are then verified through a CIMEA statement or an Italian consular Declaration of Value.

Luiss checks the certificate only at enrolment. You can pass the test with an ineligible certificate and still be refused enrolment later, so settle the 12th year first.

### The Luiss Foundation Programme

The one-year Foundation Programme in Social Sciences accepts students with at least 11 years of schooling and English at B2 (TOEFL, IELTS, Cambridge or Duolingo). Classes run online from October to March, with on-campus weeks in Rome in April. The 2026/27 fee is $8,520 (€7,500), paid as $5,110 (€4,500) on admission and $3,410 (€3,000) by 15 January 2027; applications for this intake ran from March to 11 September 2026. The completion certificate lets you enter a Luiss bachelor's selection, but you still have to pass the test or submit scores, and foundation credits do not convert into ECTS.

## How to apply for a bachelor's (2027/28 intake) {#section-5}

Non-EU and non-Schengen applicants choose one of two routes. The programme you name in the application is binding.

The admissions committee looks at the score, documents and, where needed, an interview. The full call for applications (bando) is published from October 2026; if its dates differ, the bando wins. Note for applicants from Russia: the International Baccalaureate Organization is listed as an undesirable organisation in Russia, which matters only if you study in an IB school there.

## How to apply for a master's (2027/28 intake) {#section-6}

Non-EU calls are published from November 2026. You need a bachelor's that gives access to an Italian master's and the programme's minimum credit requirements; English-taught programmes require at least B2, checked through the test or GMAT/GRE.

## Tuition fees {#section-7}

Luiss charges a single contribution that does not depend on income. It is paid in three instalments via PagoPA, with a €50 late fee per month, and is not refundable after enrolment.

For the 2027/28 intake Luiss has already announced first-year fees of $17,030 (€15,000) for bachelor's and law, $18,170 (€16,000) for master's and $20,440 (€18,000) for Finance and Management. A sibling enrolled in the same year reduces the younger student's fee by 20%.

Scholarships. For 2026/27 Luiss ran a call for 12 full or partial fee waivers for non-EU bachelor's entrants admitted through the non-EU route, separate calls for international master's entrants (including GMAT/GRE admits) and corporate awards such as three full waivers from Intesa Sanpaolo for women entering Data Science and Management. Awards are decided by Luiss committees or DiSCo.

## Housing in Rome {#section-8}

Luiss has six residences near its campuses plus affiliated halls. Places are allocated by competition; in 2026 the deadline was 26 May and applicants had to hold an offer by then. ## Visa and Universitaly {#section-10}

A Luiss offer is not a visa. After admission you submit a pre-enrolment on Universitaly, Luiss validates it and you apply to the Italian consulate (from Russia, through VMS visa centres). For 2027/28 the visa application deadline for laurea and laurea magistrale is 31 October 2027, and Luiss may set an earlier date. ## Timeline for the 2027/28 intake {#section-11}

1. By November 2026: confirm you have 12 years of schooling; if not, arrange a university year at home or a foundation.
2. October 2026 – January 2027: choose the Luiss Test or SAT/ACT and book the SAT if needed.
3. By 10 February 2027: submit the bachelor's application and pay $170 (€150).
4. 22–26 February: take the Luiss Test.
5. By 4 May: accept the place and pay the first instalment.
6. Spring–summer: Universitaly pre-enrolment, CIMEA or consular verification, visa application.
7. September: arrive, apply for the permesso di soggiorno within eight working days and upload original documents.

## Common mistakes {#section-12}

- Taking the test with an 11-year certificate only. A high score does not fix an ineligible certificate at enrolment.
- Treating the programme choice as provisional. It is binding once submitted.
- Comparing Luiss with public universities on headline fees. The Luiss fee is flat; income-based relief comes only through scholarships.
- Looking for housing after results. The residence competition closes in May.
- Leaving the visa to autumn. Consulates can take up to 90 days, and the university may close visa paperwork early.

## FAQ {#section-13}

### Is Luiss a public or a private university?

Luiss is private, but its laurea and laurea magistrale degrees carry full legal value in Italy, the same as degrees from Sapienza or Bologna. Its fee is flat for everyone and does not vary with family income.

### Can I enter Luiss after 11 years of school?

Not directly. For the Russian attestat and most other 11-year certificates, Luiss requires one full university year with all exams passed or a one-year foundation. Its own Foundation Programme in Social Sciences costs $8,520 (€7,500) and accepts students with 11 years of schooling and B2 English.

### How much is a Luiss bachelor's for international students?

In 2026/27 the first year costs $15,900 (€14,000), the second $14,310 (€12,600) and the third $13,970 (€12,300), plus the Lazio tax of $160 (€140) a year. For 2027/28 entrants the first year is set at $17,030 (€15,000).

### What SAT score does Luiss require?

Non-EU and non-Schengen applicants need at least 1200/1600 on the SAT, or ACT 25/36, IB 36/45 (final or predicted), or LSAT 160/180 for law. Without these scores you can sit the online Luiss Test instead.

### When are the 2027/28 deadlines?

Bachelor's applications run from October 2026 to 10 February 2027, with the test on 22–26 February. Master's applications run from December 2026 to 8 April 2027 for the test route and to 31 March 2027 for GMAT/GRE applicants.

### Does Luiss teach in English?

Yes. Five bachelor's programmes are fully in English, including Economics and Business and Politics: Philosophy and Economics, and at master's level English is the main language for Finance, Management, Corporate Finance, Data Science and Management and Global Management and Politics. Italian is required for Economics and Management, Political Science and Law.
