Universities in Poland for International Students: Types, Languages and How to Choose

Polish higher education institutions are either academic or vocational, public or private, and for a non-EU student the distinction has consequences: it affects the fee, the language of the programme and whether you can obtain a residence permit for studies. An English-taught bachelor's degree at the University of Warsaw costs $2,610–6,250 (EUR 2,300–5,500) a year in 2026/27, while English-taught medicine costs $16,690–21,350 a year. Tuition-free study exists only in Polish and only for the categories listed in the law. This guide explains how the system works, where to verify a university's status and how to build a realistic shortlist.

Types of higher education institutions

The Law on Higher Education and Science distinguishes academic institutions, which conduct research and can award doctoral degrees, from vocational ones, which focus on practice-oriented first-cycle degrees. Within the academic sector, institutions fall into recognisable families, and each has its own admission logic.

Private institutions exist in both groups. Many recruit heavily for English-taught business, IT and psychology degrees. That is not a problem in itself, but a private institution deserves a closer check, as the next section explains.

Public or private: what to verify before applying

Since 2025 Poland has tightened the rules for admitting non-EU students. Three checks are now essential.

Interior Ministry approval. A residence permit for studies is granted only if the institution is approved by the Minister of the Interior for admitting foreigners or is exempt from that requirement. Public academic universities are exempt. Private academic institutions and public vocational ones must be approved, and the list of approved institutions is published on the ministry's website. If the institution you like is not public-academic and is not on that list, clarify the situation before you pay anything.

The 50% cap. Foreigners may not exceed half of an institution's student body. An institution above the threshold stops admitting foreigners until the share falls. Large public universities are rarely affected; small private ones can be.

Admission under the 2025 rules. Institutions must apply the statutory requirements introduced in 2025: proof of the language of instruction at B2 or higher and, for holders of school certificates from countries such as Russia, Belarus or Kazakhstan, an entrance examination run by the university. If an admissions office offers admission "on certificate grades alone", ask in writing what legal basis applies. The law also allows a study residence permit to be refused when an institution operates mainly to facilitate entry, and it names as an indicator an institution that teaches foreigners only. A programme with a normal share of Polish students is the safer choice.

Polish or English as the language of instruction

The language decides both the price and the range of options. Polish-taught programmes are far more numerous, especially in engineering, law, education and the humanities. English-taught options concentrate in business, economics, international relations, IT, selected engineering fields and medicine.

From July 2025 every applicant from outside the EU must present proof of the language of instruction at B2 or higher. For Polish this means the state certificate or another document from the ministry's list; for English, recognised tests such as IELTS or TOEFL with the score set by the university.

Studying in Polish is not automatically free. A public university may charge a non-EU student for a full-time Polish-taught programme unless that student falls under Article 324 of the law, which covers holders of the Karta Polaka (Pole's Card), holders of a C1 Polish certificate, permanent residents and several other groups. What universities charge: 2026/27 examples

Study in Poland, the portal run by the national agency NAWA, gives EUR 2,000–6,000 a year as the typical range for foreigners, and about EUR 8,000–12,000 for MBA programmes. The binding amount is always the rector's fee decision for your intake.

Cities and their universities

The city affects your budget as much as the institution. Study in Poland estimates a student budget of PLN 1,500–2,000 ($390–520) a month when living in a dormitory; rents are higher in Warsaw and Kraków and lower in Łódź and Lublin.

  • Warsaw: University of Warsaw, Warsaw University of Technology, SGH, Medical University of Warsaw. The widest choice of English-taught degrees and internships.
  • Kraków: Jagiellonian University and its medical college Collegium Medicum, AGH, Cracow University of Technology, Cracow University of Economics.
  • Wrocław: University of Wrocław, Wrocław University of Science and Technology, Wrocław Medical University.
  • Poznań: Adam Mickiewicz University, Poznań University of Technology, Poznań University of Medical Sciences.
  • Gdańsk: Gdańsk University of Technology, University of Gdańsk, Medical University of Gdańsk.
  • Łódź and Lublin: their own universities, technical and medical universities, with lower living costs.

Recognition of a Polish degree back home

If you plan to return home, recognition matters as much as teaching quality. In the list of foreign institutions approved by Russian government order No. 186-r of 30 January 2023, Poland is represented by the University of Warsaw and the Jagiellonian University: their licencjat and inżynier are equated with a bachelor's degree, magister and magister inżynier with a master's, and doktor and doktor habilitowany with Russia's kandidat and doktor nauk, all recognised without a separate procedure. The amendments of 27 January 2025 (No. 126-r) and 19 February 2026 (No. 298-r) did not touch the Polish section. Degrees from other Polish institutions go through recognition via the Russian national information centre, with the decision taken by Rosobrnadzor. Medicine and other regulated professions also require a licence to practise under Russian rules. The list is extended from time to time, so check its latest version on the official legal portal before committing. Building a shortlist of four to six universities

A good shortlist starts from constraints, not rankings.

  1. Language and level. Decide between the Polish and English track and check that you will have a B2 document by the deadline.
  2. Citizenship and visa. Russian citizens should first confirm that a lawful visa route exists for them at present (see below). Belarusian and Kazakh citizens need to know where and when to apply.
  3. Institution status. Public academic: no check needed. Private or vocational: find it on the Interior Ministry list.
  4. Fee and what it covers. Use the rector's fee decision for your intake and convert it to dollars.
  5. Admission requirements. Entrance exam, required subjects, motivation letter, registration deadlines in the IRK online system.
  6. Recognition. If returning home matters, check list No. 186-r and the rules of your profession's regulator.

Notes for Russian, Belarusian and Kazakh citizens

The university decides on admission, but entry and residence are decided by the consul and the migration authorities. According to the Polish Embassy in Moscow, Polish consular posts in Russia currently accept visa applications from Russian citizens only for humanitarian, urgent or specially justified reasons. Belarusian citizens apply through visa application centres in Belarus; Kazakh citizens apply at the Embassy in Astana or the Consulate General in Almaty. Common mistakes

  • Choosing by an advertised price instead of the rector's fee decision, which is set per intake and may be indexed.
  • Skipping the Interior Ministry list for a private institution; without approval no study residence permit is issued.
  • Assuming that Polish-taught means free; that applies to eligible categories only.
  • Applying to a single university; entrance exams and consular timelines make two or three options sensible.
  • Leaving the language certificate to the last minute; without a B2 document the application is not considered.

FAQ

The University of Warsaw and the Jagiellonian University are the oldest and largest, and they are the only Polish institutions on Russia's list No. 186-r. For engineering applicants usually look at Warsaw University of Technology and AGH; for medicine, at the medical universities in Warsaw, Kraków, Gdańsk, Wrocław and Łódź.

Yes. English-taught degrees are offered by large public universities, technical, economics and medical universities, and by private institutions. They are fee-paying for all non-EU citizens, and admission requires a language document at B2 or higher, with the exact score set by each university, whose admissions committee decides.

Universities consider applications from Russian citizens under the general rules, and the admissions committee takes the decision. The binding constraint is the visa: Polish consular posts in Russia accept applications from Russian citizens only in exceptional cases, and the consul decides on the visa. Check your visa route before paying application fees.

A public academic university does not need Interior Ministry approval to admit foreigners, and only public universities offer free Polish-taught study to eligible categories. A private institution can be a good choice, but it must appear on the ministry's list of approved institutions, otherwise a residence permit for studies will not be granted.

Each university sets its fees before admissions open, usually by a rector's order (zarządzenie) or decision, and the law requires it to publish them in the Public Information Bulletin (BIP) on its website. Degrees from the University of Warsaw and the Jagiellonian University are on the list approved by Russian government order No. 186-r of 30 January 2023 and are recognised without a separate procedure; the 2025 and 2026 amendments did not change the Polish section. Other degrees go through recognition, with Rosobrnadzor taking the decision. Doctors and other regulated professionals also need a licence to practise under Russian rules.
