Latvia: tuition, living and evidence of funds

The example is RTU’s full-time English-taught Computer Systems master’s: two years and 120 ECTS. Its current programme page was checked in 2026; the displayed annual fee is the same for EU and non-EU categories. This is not a general Latvian bachelor’s price.

RTU’s lower living guide starts at about $9,700 for 12 months and does not guarantee an adequate budget. Separately, its 2026 visa procedure requires evidence of about $10,800 for living. Financial evidence and actual expenditure are different measures.

One year of tuition plus the stated living funds gives about $17,900 as a funding-planning reference. It is not a confirmed all-expenses cost. Do not add the same funds again to living expenses; check actual housing, insurance, deposits, fees and moving costs separately.

A two-year degree needs financing for both years; the current annual fee does not guarantee an unchanged whole-course tariff. Bachelor’s degrees, Medicine and other master’s programmes have separate prices. Check visa-application eligibility before a non-refundable payment, particularly for Russian or Belarusian documents.

If your budget is limited

Compare suitable programmes by full duration and an actual dormitory agreement. A lower advertised living estimate does not override financial requirements. If nationality restrictions or reliance on student earnings make the route unsuitable, compare another destination with an available application procedure early.

What to prepare next

Prepare nationality and legal residence, your degree and subject record, language evidence and funds available before study. Confirm which payments are refundable if immigration permission is refused.

The institution assesses recognition of the specific school qualification, subjects, grades and language; exams and interviews may apply. Eleven school years do not by themselves establish direct eligibility. A master’s degree separately requires assessment of the prior degree and subject background. An academic decision does not establish visa-application eligibility.

Riga, budget and the calendar

Riga offers different campus locations and housing options. Compare a confirmed dormitory offer with a full tenancy including winter utilities. Check the programme’s intake calendar, document-recognition time and immigration procedure separately; a Latvian bachelor’s does not automatically establish admission to a master’s elsewhere.

What to ask the university first

Does the program accept the university's internal English test instead of IELTS? Who confirms dormitory availability and its price? How fast are admission decisions, and when should the residence permit start? Are prepayment discounts available? Four answers - and your calendar and budget close without surprises.

How to apply to Latvia

Russian and Belarusian citizens face specific visa and temporary-residence restrictions and exceptions. Before a paid application, check nationality, travel document, legal residence and permitted grounds with PMLP and the responsible consulate. An offer does not override restrictions; another passport does not guarantee approval either.

Admission after school and master's

For master’s admission, the university separately assesses the degree, relevant subjects, grades and language. Duration and fees depend on the programme; an annual undergraduate tariff cannot be applied to a master’s degree. Holding a diploma does not automatically establish admission or a graduate job.
