What this degree covers

Human Resources Management in Turkey is taught almost entirely in Turkish: a four-year bachelor's at Medipol ($5,500 a year), two-year associate degrees from $2,025 a year at Okan, and one- to two-year master's programmes priced per programme (all 2026/27 figures). The degree combines recruitment, pay, performance and training with Turkish labour and social-security law, which is why fluent Turkish matters more here than in most business subjects.

Three levels exist and they lead to different jobs. The associate degree (önlisans) is a practical two-year course for HR assistants and payroll clerks. The bachelor's adds management, economics, statistics and organisational psychology, and prepares for specialist and generalist HR roles. Master's programmes are for graduates of other fields who want to move into people management, or for HR staff who need a senior qualification.

Because the core legal courses deal with Labour Law No. 4857, employment contracts, severance and the social security system run by SGK, the content is tied to Turkish practice. That is an advantage if you want to work for employers in Turkey or companies that hire across Turkey, Russia and Central Asia, and a limitation if you plan to return home immediately: you will need to learn your own country's labour code separately.

The first year is shared with business administration; HR-specific courses start in the second year. Case work is common: students design a job advertisement and interview guide, build a pay grade structure in a spreadsheet or analyse an engagement survey.

Most bachelor's plans include at least one summer internship. Ask where previous students were placed: HR departments of hospitals, retail chains, logistics firms and recruitment agencies in Istanbul are the usual hosts.

Entry requirements for international applicants

  • Turkish at B2. This is the key condition. If you do not have a recognised Turkish certificate, expect a one-year Turkish preparatory course before the degree starts.
  • School results. Private universities decide on your school certificate and grades; an 11-year certificate from a CIS country is assessed like any other national diploma.
  • Exams. TR-YÖS or SAT scores are not required by most private universities for this field, although they can support an application.
  • For a master's. A completed bachelor's in any field, a transcript and usually a statement of purpose. Non-thesis programmes suit working professionals; thesis programmes keep a doctoral route open.
  • Registration. After admission, the Ministry of National Education's equivalence certificate (denklik) is needed for bachelor's and associate students, and a residence permit is needed by everyone.

How to compare HR programmes

  • Bachelor's or associate? The two-year route is cheaper and faster but leads mainly to assistant-level roles; a later transfer to a bachelor's depends on the national vertical-transfer rules, not on the university alone.
  • Law and analytics balance. Look for courses in HR analytics and statistics alongside labour law; employers increasingly test Excel and data skills at interview.
  • Internship support. A university with a career centre that places students in HR departments saves you months after graduation.
  • Thesis or non-thesis master's. Non-thesis options at Okan and Nişantaşı are shorter and cheaper; choose a thesis track if you might continue to a PhD.
  • Online delivery. Bahçeşehir's HR master's is an online, non-thesis programme in Turkish; before choosing it, ask the university whether an online programme supports a student residence permit in your case.

Base amounts before scholarships. Master's fees are for the whole programme; bachelor's and associate fees are per year. Nişantaşı's portal does not label the academic year, and Gelişim's newest international table is for 2025/26.

Budgeting for an HR degree

At 2026/27 rates, a Medipol bachelor's costs about $22,000 in tuition over four years, and an associate degree at Okan about $4,050 over two. A Turkish preparatory year adds $2,000 at Okan or $1,390 at Medipol (2026/27), because both list their Turkish foundation course separately.

Medipol's list shows a lower amount for payment in advance, and Okan gives 5% off for paying the year in one instalment; both are the universities' own published terms. Okan also asks for a $1,000 deposit for programmes under $6,500, deducted from the first instalment.

Remember the non-tuition items: accommodation, residence permit, insurance and document translations.

Careers in HR after graduation

  • HR assistant or generalist in a Turkish company, handling hiring paperwork, SGK registration and personnel files;
  • recruiter or talent-acquisition specialist, particularly for firms hiring Russian-, Uzbek- or Kazakh-speaking staff;
  • payroll and compensation analyst (strong Excel and knowledge of Turkish tax deductions required);
  • training and development coordinator;
  • HR business partner roles later, after several years of experience.

There is no state licence for HR work in Turkey, but foreigners need a work permit from the Ministry of Labour and Social Security to be employed. Outside Turkey, professional certificates such as those from CIPD or SHRM are what employers often look for in addition to a degree.

Application steps and timing

  1. Decide the level first: associate, bachelor's or master's. Each has its own application form and document list.
  2. Six to nine months ahead: check your Turkish level; if it is below B2, plan for the preparatory year and its cost.
  3. Apply online with passport, school or university transcripts and diploma. Master's applicants add a CV and statement of purpose.
  4. After acceptance: pay the deposit, obtain the acceptance letter, then the student visa.
  5. In Istanbul: complete registration, the equivalence procedure and the residence-permit application.

Not at bachelor's level among the universities listed here: Medipol's HR bachelor's and all listed associate and master's options are taught in Turkish. English-taught alternatives are business administration or management programmes with HR electives.
