Washington State University (WSU) is a public research university whose main campus is in Pullman, a small college town in eastern Washington. For international applicants it is one of the more accessible research universities: a 2.70 GPA on the US scale, IELTS 6.5 or Duolingo 105, and no SAT. Students with a GPA from 2.30 or lower English scores can start in WSU's own Undergraduate Foundation program. International Programs currently estimates $59,207 for the fall and spring semesters, including tuition, on-campus living and insurance. The International Academic Award of $2,000 or $4,000 a year is assigned automatically based on GPA.

WSU is not the University of Washington in Seattle, which has its own profile. It is also unrelated to universities in Washington, D.C., such as American University or Howard University. Pullman sits on the other side of the country, near the Idaho border.

WSU fits students who value predictable requirements, an automatic award and the option to build English inside the university. If you want a large city and a more competitive environment, compare it with the University of Washington in Seattle or ASU.
Campuses
Most international students study in Pullman, where the bulk of undergraduate programs, residence halls and dining are located. The other campuses are smaller, offer fewer programs and have different living arrangements, so confirm where your major is taught. For campuses outside Pullman, International Programs recommends a contingency fund on top of the standard estimate: $2,700 for Tri-Cities, $5,900 for Vancouver and $9,400 for Everett. WSU Global Campus programs are online and do not support F-1 study.
Two ways in
Direct admission to a bachelor's degree
Requirements for an international first-year student:
- At least 12 years of schooling ending in a secondary certificate or external examination. WSU notes that in some countries the first year or two of university may count as secondary-level study.
- A converted GPA of at least 2.70 (4.00 scale); applicants at 2.30–2.69 can apply for Foundation.
- Preparation in humanities, mathematics, sciences and social sciences.
- English proficiency through a test, a waiver or WSU's English programs.
Russian schooling lasts 11 years. WSU International Admissions evaluates unofficial transcripts before you apply and converts grades using its country scales, so send yours early and ask whether the attestat will be accepted on its own. WSU International Admissions makes the admission decision.
Undergraduate Foundation
Foundation is WSU's own first-year program for international students, not a separate provider's course. It lasts one or two semesters of credit-bearing classes (all except Math 100 count toward the degree), with English and academic-skills support and a peer mentor. Students receive a degree-seeking I-20 and are pre-enrolled in classes before arrival. You need a GPA of at least 2.30 (C+), transcripts and a passport, and you opt in on the regular WSU application.

Older guides call this route INTO WSU. From 2018 a joint center of WSU and the separate company INTO ran the pathway; according to Inside Higher Ed (2023), WSU changed the contract in 2022 and took over the academic side. WSU's website now presents Foundation as a WSU International Programs program, chosen on the regular university application.
All English options
For direct admission WSU accepts IELTS 6.5, TOEFL iBT 4 on the new scale, TOEFL Essentials 8, Duolingo 105, PTE Academic 58, Cambridge C1 Advanced, Michigan English Test 64, LanguageCert Academic 70, Oxford ELLT 7, an SAT Evidence-Based Reading and Writing score of 500, or ACT English 17 with Reading 19. Waivers include three years at a US or US-accredited high school, or an official school letter confirming English as the language of instruction. Foundation runs August 24 to December 18 in fall 2026 and January 11 to April 30 in spring 2027. The priority date is late, but the I-20 and visa appointments take time, so applying by spring is wiser.
Steps:
- Application through WSU, the Common App or Cialfo (if your school uses it); $70 fee by card or wire transfer.
- Transcripts: unofficial for evaluation, then official copies sent directly by each school, with the original-language version and a translation.
- Passport copy, plus copies for a spouse or children who will accompany you.
- English results sent by the testing agency.
- After admission: the Certificate of Finances for one year of non-resident tuition and living costs, and the housing application.
A separate rule covers applications submitted through an agent or educational representative, which includes consulting companies such as StudyU. In that case WSU requires a non-refundable $2,000 tuition deposit as soon as the visa is approved. It is credited to tuition once you enroll, and if it is not paid, WSU withdraws the I-20 and cancels the application. That page mentions no such deposit for applicants who apply on their own.

Adding summer brings the total to $69,536. Dependents add $11,733 for a spouse, $4,948 for one child and $3,300 for each additional child. The Board of Regents approved a 3.3% tuition increase for 2026–27, so confirm exact rates in the Budget Office tables. International Programs considers international students for scholarships automatically at admission.

The first-year award renews for three more years if you keep a 3.0 GPA, take 12 credits per semester and remain a non-resident degree-seeking student. The Foundation award cannot be combined with the International Academic Award. The general WSU scholarship application is due January 31, yet WSU notes that decisions arrive weeks before fall and that new international students have historically received no more than $5,000 through it. F-1 student visa
After admission WSU issues the I-20 based on the Certificate of Finances, showing funds for at least one year of non-resident tuition and expenses. Then you pay the SEVIS fee ($350) and visa fee ($185) and attend the interview. Russian nationals book at the U.S. Embassy in Warsaw or Astana, since the embassy in Moscow does not provide routine nonimmigrant visa services. Kazakh citizens apply in Astana or Almaty. F-1 applicants must make social media profiles public. Officers look at whether your plans are about study and your ties to home, and the consulate decides on the visa.
On July 17, 2026 the Department of Homeland Security published a final rule replacing "duration of status" with a fixed admission period for F-1 students. University international offices report that on September 14, 2026 a U.S. District Court issued a preliminary injunction, so the existing framework still applies for now. Notes for applicants from Russia and Kazakhstan
- Eleven years of school. Ask WSU to evaluate your transcript before applying to learn whether an extra year is needed.
- Translations. Send records in Russian along with the English translation.
- Foundation is a valid route. With mid-level English it leads straight into WSU, and the credits count toward the degree.
- Time buffer. Apply by spring even though the priority date is June 15.

Mistakes to avoid
- Confusing WSU with the University of Washington. Different universities, cities and requirements.
- Looking for INTO instead of WSU. The pathway now goes through the regular WSU application.
- Budgeting tuition only. Insurance ($4,290) and living costs add more than $20,000.
- Waiting for June 15. That may leave too little time for the I-20 and an interview slot.
- Treating the general scholarship application as your main funding. It is a bonus at best.

Where is Washington State University?
