Malaysian universities admit international students directly — there is no central application system for non-citizens — but a degree place requires a full pre-university level. Education Malaysia Global Services (EMGS), the government company that handles student visas, asks for at least 12 years of education and a recognised final examination for diploma and degree entry. Applicants who finished school after 11 years, as in Russia, Kazakhstan and much of the CIS, normally take a one-year foundation programme first and then a three-year bachelor's. You apply to the university, receive an offer, and the university then files your visa application.
This guide covers the five entry routes with 2026/27 prices, English-test thresholds, documents, the 2027 application calendar and the mistakes that cost applicants an intake.

Where your school certificate fits
Malaysian secondary school ends with the SPM examination at Form 5, and degree entry requires the next level: STPM, A-levels, a foundation year or a college diploma. Universiti Malaya's admissions FAQ spells this out: SPM and its equivalents (O-level, IGCSE, Grade 11) are the minimum for a foundation or diploma, while STPM-level qualifications (A-level, IB, Grade 12, foundation) are needed for direct bachelor's entry.
An 11-year school leaving certificate therefore sits at SPM level. The admissions office makes the final call once it has your documents, but the published rules of UM, Taylor's and the University of Nottingham Malaysia all point such applicants to a foundation year.
Five entry routes

The foundation year usually pays for itself: it bridges the missing school year, improves academic English and offers internal progression to the same university's degree once you meet the grades.
Progression rules after a foundation year
Completing the foundation is not enough; each degree has its own progression threshold. For Computer Science:

Economics and pharmacy set higher bars. At Nottingham Malaysia, Economics needs an A- in school mathematics; students with a weaker grade take a Fundamental Mathematics module and must score at least 45% in it.
English language requirements
You need an English test twice — for admission and for the visa. EMGS accepts MUET, IELTS, TOEFL iBT, TOEFL Essentials, PTE Academic, Cambridge English qualifications from B1 Preliminary, Linguaskill and OET for the Student Pass. Without a certificate in the visa file, the pass may not be issued for the full length of the course.

Two restrictions catch applicants out. Nottingham Malaysia does not accept IELTS Academic Online, TOEFL iBT Home Edition or PTE Academic Online and expects the test to be taken in your country of residence. Universiti Malaya rejects IELTS for UKVI, IELTS Indicator and TOEFL Home Edition.
Documents
The core file is similar everywhere:
- a passport valid for at least 18 months for the visa, ideally for the whole course plus one year;
- your school certificate and transcript — UM accepts only final, official results, not predicted or provisional grades;
- certified translations into English or Malay; UM wants documents certified by the issuing institution or your embassy;
- an English test certificate;
- a 35 × 45 mm photo with a white background;
- for master's programmes, your bachelor's degree and transcript, a CV and, for research degrees, a research proposal.
Age matters too: Nottingham Malaysia admits students aged 18 or over, and younger applicants only with written parental agreement to additional safeguarding conditions.
Application calendar for 2027

Application fees are $120 (RM 500) at UM and $100 (RM 424 including tax) at Nottingham Malaysia. After an offer, Nottingham Malaysia takes a non-refundable course deposit, while Taylor's charges a non-refundable $690 (RM 2,800) enrolment fee plus a refundable $740 (RM 3,000) security deposit.
Timeline for a September 2027 start
- October–December 2026. Choose a field and two or three universities; compare foundation progression rules; start IELTS preparation.
- January–March 2027. Sit the English test, order certified translations, assemble your file.
- March–May 2027. Submit applications. Response times differ, so do not wait for one reply before applying elsewhere.
- May–June 2027. Accept an offer, pay the deposit and send visa documents through the university. EMGS aims to process a complete file in 14 working days, but universities advise allowing up to two months.
- July 2027. Receive the electronic Visa Approval Letter (eVAL), obtain a single-entry visa if your nationality requires one, and book housing.
- August–September 2027. Arrive, complete the medical screening within 7 working days and have the Student Pass endorsed in your passport.

Master's applications
A recognised bachelor's degree is the entry point; the university checks your grades and subject match. Nottingham Malaysia's MSc Computer Science asks for a relevant degree at the UK 2:2 standard or above and evidence of programming experience, while Taylor's MBA wants a CGPA of 2.75 or a lower CGPA combined with work experience. Taught master's programmes last 1–1.5 years, and intakes are more frequent than for degrees — Taylor's runs five a year.

Applicants from Kazakhstan, Uzbekistan and other CIS countries follow the same logic: 11-year certificates lead to a foundation year, 12-year certificates are assessed for direct entry programme by programme, and every CIS nationality is on the EMGS single-entry visa list.
Common mistakes
- Applying for a degree on an 11-year certificate alone. Most universities will reject the application or offer a foundation year instead.
- Assuming progression is automatic. Each degree publishes its own CGPA and mathematics thresholds.
- Taking an at-home English test. Neither UM nor Nottingham Malaysia accepts home editions.
- Planning to enter visa-free and sort out the visa on arrival. Students may enter only after the eVAL is approved, and many nationalities, including Russian and Kazakh citizens, also need a single-entry visa.
- Leaving too little time before a September start. Visa processing takes from two weeks to two months, and late applicants are moved to the next intake.
FAQ
Usually not directly. EMGS requires 12 years of education, and UM places Grade 11 at the level that leads into a foundation programme. The standard route is a one-year foundation at your chosen university followed by the bachelor's once you meet its grade requirements.
Universiti Malaya charges $8,580 (RM 35,000), Nottingham Malaysia $9,310 (RM 38,000) plus 6% tax, and Taylor's $11,650 (RM 47,529) including enrolment fees, visa processing, first-year insurance and a refundable deposit. Accommodation and living costs come on top.
You need a test from the university's and EMGS's accepted list, and IELTS is the most common. Taylor's foundation accepts IELTS 4.0, UM and Taylor's degrees start at 5.5 and Nottingham Malaysia asks for 6.0. Without a certificate, a university may issue a conditional offer with a deadline for the score.
Six to nine months before the start date is sensible. UM accepts March 2027 applications until 30 January 2027, Taylor's asks for applications at least nine weeks ahead, and Nottingham Malaysia closed international applications for September 2026 on 31 July.
There is no general rule. The published international requirements of UM, Taylor's and Nottingham Malaysia focus on foundation programmes, A-levels, IB and 12-year school diplomas. Some private universities assess other national exams individually, but rely on that only once the university confirms it in writing.
