Cost of Studying in Malaysia in 2026/27: Tuition, Tax, Visa and Living Costs

A year of a bachelor's degree in Malaysia costs an international student roughly $4,260–18,700 (RM 17,400–76,320) in tuition — the spread across the three benchmark universities in this guide, depending on the type of university and subject; medicine costs more. EMGS, the government company that handles student visas, gives a broad guide of $2,500–5,000 a year at public universities and $6,000–9,500 at private ones, but strong universities charge more: Computer Science costs $21,860 (RM 89,200) for 3.5 years at Universiti Malaya, $37,290 (RM 152,187) for three years including all charges at Taylor's, and $13,970 (RM 57,000) a year at the University of Nottingham Malaysia. Since 1 July 2025 non-citizens also pay a 6% service tax. Visa fees and first-year insurance come to about $680–740 (RM 2,770–3,020), and housing costs $110–830 (RM 450–3,400) a month.

Tuition at three benchmark universities

We took one university of each type and matched subjects.

How to read the table:

  • Universiti Malaya quotes the fee for the whole programme and states that the 6% tax is not included. The admission fee is already part of the total.
  • Taylor's publishes semester-by-semester totals that include tax, enrolment and annual fees, visa processing, first-year insurance and a refundable $740 (RM 3,000) deposit. Fees are payable in ringgit; the dollar amounts on Taylor's website use an indicative rate of $1 (RM 3.80), so they differ from ours.
  • Nottingham Malaysia quotes per year and fixes the fee for the whole programme from your year of entry. The 6% tax is added on top: $14,810 (RM 60,420) a year for Computer Science.

Public universities are cheaper overall, but faculty matters: at UM, English costs $14,920 (RM 60,900) for 3.5 years while Pharmacy costs $68,630 (RM 280,100) for four.

The 6% service tax on education

Since 1 July 2025 Malaysia has charged a 6% service tax on education services provided to non-citizens. According to the Royal Malaysian Customs Department, it applies to international students at public universities, private universities and language centres; Malaysian citizens are exempt.

Universities present it differently:

  • Taylor's fee schedules show totals with and without tax, and exclude insurance, the refundable deposit and the EMGS fee from tax;
  • Nottingham Malaysia marks international fees with an asterisk and applies 6% to tuition, application, registration and document fees — after deducting any scholarship;
  • Universiti Malaya's programme pages state that the fee excludes the tax.

Rule of thumb: check whether an invoice includes tax, and add 6% if it does not say so.

Compulsory charges: visa, medical screening, insurance

Student visas are processed through EMGS. Charges as of 29 September 2026:

The first year comes to about $680–740 (RM 2,770–3,020). These are EMGS calculator amounts; EMGS notes that an 8% service tax has applied to its processing fees since 1 March 2024. Some universities charge their own package: Universiti Malaya bills Russian citizens $1,340 (RM 5,451) for a one-year visa or $1,510 (RM 6,151) for three years, and Taylor's includes $720 (RM 2,920) for visa processing in its schedule.

In addition, each university signs a personal bond with the Immigration Department on the student's behalf and may ask the student to lodge the amount; it is returned after completion or withdrawal if no immigration rules were broken. Public university colleges are the cheapest but are not available to everyone. Private flats in Kuala Lumpur's suburbs often cost less than private universities' campus residences but add transport costs.

Living costs

Taylor's advises international students to have at least $500 a month for living expenses, excluding rent, for the first three months. EMGS estimates utilities at $40–65 a month (electricity, water, internet and mobile), a meal at a local stall at $1–3 or $5–10 at a mid-range restaurant, and a rail trip in Kuala Lumpur at $0.21–1.50. These figures describe Kuala Lumpur and Selangor; Borneo and smaller cities are cheaper.

First-year budget: three scenarios

Year one of a Computer Science bachelor's; living costs use Taylor's benchmark of $500 a month excluding rent.

If UM cannot offer a college room and you rent from $200 (RM 800) a month, the UM budget rises to about $16,310. Flights, equipment and a foundation year are not included.

How to spend less

  • Choose the subject as carefully as the university. Within one university, fees for languages and pharmacy can differ almost fivefold over the whole course.
  • Compare fixed and rising fees. Nottingham Malaysia fixes fees for the whole programme, while Taylor's reviews fees annually.
  • Apply for university scholarships. Nottingham Malaysia offers tuition reductions of up to 25% for high achievers — one award per student, with no living allowance. Most Taylor's awards are also merit-based tuition waivers.
  • For postgraduates, look at the government scheme. The Ministry of Higher Education's Malaysia International Scholarship (MIS) covers master's and doctoral study only; the 2026/27 round has closed.
  • Do not count on part-time work. Students may work up to 20 hours a week only during breaks longer than seven days, and only in restaurants, mini-markets, petrol stations, hotels and on campus. That will not cover tuition.

Paying tuition from abroad

Malaysian universities bill in ringgit and accept bank transfers and their own online payment systems; Taylor's also accepts Flywire. Before paying a deposit, ask which methods work from your country and who covers exchange differences — at Taylor's, any shortfall caused by exchange rates or bank charges is the student's responsibility. Common budgeting mistakes

  • Comparing UM's whole-programme fee with Nottingham Malaysia's annual fee. Convert to the same period first.
  • Converting at the university's dollar rate. Invoices are in ringgit, and Taylor's dollar figures use an indicative $1 (RM 3.80) rate.
  • Forgetting the 6% tax and recurring charges. Visa renewal and insurance repeat every year.
  • Ignoring rent paid six months ahead. At Taylor's residences the first payment is $2,710–5,890 (RM 11,070–24,047).
  • Planning on a public university hostel. UM allocates college places by availability.

At a public university such as Universiti Malaya, a Computer Science year averages about $6,250 (RM 25,486) before tax; at Nottingham Malaysia it is $13,970 (RM 57,000), and at Taylor's about $12,430 (RM 50,729) including all charges. No. International students pay a separate tariff even at public universities. Full funding comes only through scholarships such as the government's Malaysia International Scholarship for master's and doctoral students.

It is a service tax on education introduced on 1 July 2025 for non-citizens. According to Malaysian Customs, it applies to international students at both public and private universities. Universities either include it in their invoices or add it on top, so read the fee schedule wording.
