Higher education in Malaysia at a glance

Malaysia offers public and private universities as well as foreign branch campuses. Many programmes are taught in English. Compare the selected degree, accreditation and full cost; broad claims about equal quality or a fixed saving cannot replace programme-level checks.

Malaysia: compare local universities and overseas campuses

A similar degree title does not mean the same fee. EMGS undergraduate guides help initially compare public and private institutions; a specific programme or campus can cost differently.

The university living guide includes housing and ordinary expenses. Compare it with your specific city, room and journey to campus.
Adding these two guides gives $6,900–$12,300 for public undergraduate study or $10,400–$16,800 for private study, covering annual tuition and 12 months of living. This is not an APU or Sunway quote. Check preparation, immigration charges, insurance, flights and missing fees separately.
Foundation has its own fee and degree-progression conditions. Compare the whole route, including an extra year of living. Medicine, foreign branch campuses, master’s degrees and particular subjects can fall outside the general EMGS range.
If your budget is limited
First compare suitable public and private programmes and check language, eligibility and accreditation. Dormitory housing and a shorter route without unnecessary preparation can lower the total. Include a scholarship in the main budget only after the university’s decision.

Include your subject, English level, education and budget. Clarify whether a particular institution, campus or awarding country matters.
Rounded amounts are shown in US dollars for comparison, using ECB reference rates from 2026. The programme and its provider’s terms determine the final fee. Do not add housing or proof of funds a second time to expenses already covered. Check deposits, insurance, immigration charges and other missing categories. The way in
The free initial consultation clarifies your goal, profile, timing and budget and identifies the next step. Selection of agreed options, requirement checks, document preparation and application support are provided under an agreement with StudyU. The university decides admission, the funding provider decides scholarships, the competent authority decides immigration permission, and the accommodation provider confirms housing.
How the process works:
- Pick a university. Malaysia has foreign branch campuses and partner programmes. Check the awarding university, accreditation, study location, diploma wording and campus-transfer terms. A Sunway partnership and a foreign university’s own branch are different models. Recognition depends on the purpose and destination country.
- Check entry requirements. Bachelor's admission formally requires 12 years of schooling: with an 11-year certificate most universities enroll you through their own Foundation year, while some private programs accept students directly - we check per program.
- Language. The selected programme sets its teaching language, required level and accepted certificates. Preparation and degree entry can have different conditions. Check compulsory subjects and placements too; learning a language after arrival does not waive entry requirements.
- Apply. Online, directly to the university: translated certificate, language certificate, passport, photos.
- EMGS and the Visa Approval Letter. EMGS processes the student application; Malaysia’s Immigration Department issues the eVAL and Student Pass. After an offer, documents, screening and applicable medical procedures remain necessary. Timing depends on completeness and agency clearance; plan travel after the required approval, not a promised two-week turnaround.
- Student Pass. After an offer, check immigration requirements for your nationality, status and institution category. The university supplies study documents, but the competent authority issues permission. Allow time for assessment and additional requests; admission does not guarantee permission.
Planning the route after an 11-year school
EMGS specifies at least 12 years of education and a recognised final qualification for diploma or degree entry. After an 11-year school, the institution must confirm a suitable route, such as Foundation or additional prior study. Progression after preparation depends on grades, language and programme conditions; admission is not automatic. More: guide.
Master's degrees in Malaysia
For master’s admission, the university separately assesses the degree, relevant subjects, grades and language. Duration and fees depend on the programme; an annual undergraduate tariff cannot be applied to a master’s degree. Holding a diploma does not automatically establish admission or a graduate job.
What studying in Malaysia costs
Compare matching periods of tuition and living. Account for preparation, vacations and additional semesters separately; do not add housing or proof of funds again to costs already covered. StudyU services are paid under an agreement.

EMGS gives general bachelor’s tuition guides of $2,500–$5,000 a year for public universities and $6,000–$9,500 for private institutions. These are not APU or Sunway tariffs; medicine, foreign campuses and preparation need separate checks.
Using Manipal’s $4,400–$7,300 guide for 12 months of living gives indicative subtotals of $6,900–$12,300 for public undergraduate study or $10,400–$16,800 for private study. Housing is included. Foundation, immigration charges, insurance, flights and missing fees are separate.
