Information Systems and Technologies in Turkey

Information Systems and Technologies (IST) is a four-year bachelor's that trains people to design, run and improve the software and data systems an organisation depends on. In Istanbul, Okan University teaches it in English for $5,000 a year or in Turkish for $4,500 a year (2026/27 published fees), within its Faculty of Applied Sciences on the Tuzla campus.

The programme sits between two better-known degrees. Computer engineering goes deeper into algorithms, hardware and mathematics; management information systems (MIS) leans towards business administration with an IT layer. IST keeps a practical middle line: you learn to code and model databases, but most of the assessed work is about choosing, configuring, securing and supporting systems for real users.

That balance matters when you think about your first job. Graduates are hired less as pure software developers and more as the people who translate between a business team and its technology: systems analysts, ERP and CRM consultants, IT support leads, junior data or security analysts.

The first year builds programming, database and business basics side by side. From the second year the weight moves to analysis and design of systems, enterprise software, networks and project management, with security and analytics added later. Okan publishes its current course catalogue on its international site, and elective lists change between intakes.

Expect team projects rather than long exams: a typical assignment is to document the requirements of a small company, model its data, build a working prototype and present it to a panel. Keep these projects; they become your portfolio when you apply for internships.

Okan admits international applicants through its own online system, where you can list up to three programmes in order of preference. The decision is based on your school record; there is no national entrance exam for this route.

• School certificate. A completed secondary-school diploma and transcript. An 11-year certificate from Russia, Kazakhstan or another CIS system is reviewed by the university; the Ministry of National Education's equivalence document (denklik) is requested at registration where needed.
• English track. Okan exempts students from its English preparatory year with TOEFL iBT 72, PTE 55, YDS 60, or Cambridge CAE or CPE at grade C. IELTS is not accepted; applicants without a valid score take Okan's own proficiency exam and need 80 out of 100 to skip preparation.
• Turkish track. A B2 Turkish certificate from a TÖMER centre, issued within the last two years, followed by an interview; otherwise Okan's Turkish exam decides whether you start with language preparation.
• Documents. Passport, photograph, language certificate, school diploma and transcript for the application; notarised translations and health insurance for registration.

Many applicants compare three or four programmes with similar names. These questions separate them quickly:

1. How much coding do you want? If you enjoy building software from scratch and are strong in mathematics, computer or software engineering is the better fit. If you prefer making existing systems work for people, IST or MIS is closer.
2. Business or technology first? MIS programmes usually sit in a business faculty and share courses with management and accounting. In Istanbul, MIS is published at Üsküdar in Turkish for $4,200 a year, at İstinye in English for $8,000 a year and at Bilgi in English for $12,000 a year (all 2026/27).
3. Language of teaching. Okan's English track costs $500 more per year than the Turkish one. Choose Turkish only if you can reach B2 and want to work for Turkish employers.
4. Internships and certificates. Ask which companies took recent students and whether courses prepare you for vendor certificates in cloud, networking or ERP software.
5. A master's later. Okan also runs Information Systems master's degrees, so a bachelor's graduate can continue on the same campus.

Four years of tuition at 2026/27 rates come to about $20,000 on the English track and $18,000 on the Turkish one. Okan's price list also gives 12% off if the whole four-year fee is paid at enrolment, although fees for later years are normally revised each year for students who pay annually.

A preparatory year adds $3,000 for English or $2,000 for Turkish (2026/27). To hold a place, Okan asks for a $1,000 deposit on programmes priced below $6,500; it is deducted from the first instalment and, except in the visa-refusal cases the university lists, is not refundable.

Budget separately for accommodation, transport from Tuzla, the residence-permit card, health insurance and certified translations.

The degree opens roles where technical knowledge is used to serve a business process. Typical first positions are:

• systems or business analyst writing requirements and testing new software;
• ERP or CRM consultant configuring platforms such as SAP, Microsoft Dynamics or Salesforce;
• IT support or service-desk lead in a company or hospital group;
• junior data analyst building reports and dashboards;
• information-security or network administrator after additional certification.

Employment in Turkey after graduation needs a work permit issued through the employer. Many graduates of English-taught programmes also look at roles in their home country or with international companies that value experience of working in two or three languages.

1. Six to nine months before September: decide between the English and Turkish tracks and book TOEFL iBT or PTE if you need an exemption, since IELTS is not accepted at Okan.
2. Application: upload your passport, photograph, school documents and language certificate to Okan's online system and list up to three programmes.
3. Offer: pay the deposit, receive the full acceptance letter from the International Office and apply for a student visa at the Turkish consulate.
4. Arrival: register with notarised translations, health insurance and, where required, the equivalence document, then apply for the residence permit.
