Information Systems Engineering in Turkey

Information Systems Engineering (ISE) is a four-year engineering bachelor's focused on building and integrating the software, databases and networks that organisations run on. Among the universities we checked, Atılım University in Ankara teaches it in English within its School of Engineering, at $14,500 a year according to its international admissions page for the 2026/27 intake.

The word “engineering” changes the programme. Compared with information systems and technologies (IST) or management information systems (MIS), an ISE degree carries a full engineering core: calculus, linear algebra, physics, probability and discrete mathematics in the first two years, followed by software engineering, database design, computer networks and information security.

Graduates earn an engineering title, which matters in Turkey and in several CIS countries where some public and industrial employers look for it on the diploma. The trade-off is a heavier mathematics load and a higher price than business-faculty IT degrees.

The outline below reflects a typical ISE progression. The first two years share much of the engineering foundation with computer engineering; specialisation begins in year three. Always check the current course plan of the specific university before applying.

Engineering faculties usually require one or two summer internships of several weeks, recorded in a report and assessed before graduation. The senior design project is a team build, often proposed by a company.

Private universities admit international ISE applicants on their school results and English level; a national entrance exam is not required on this route.

• School record. Atılım asks for a certified secondary-school certificate, a transcript and evidence of at least 50% success in the graduation GPA, plus a passport copy. Documents not in Turkish or English need a certified translation.
• Mathematics. Strong school maths is the real filter even where no exam is set; the first-year calculus and physics courses are where most students struggle.
• English. A recognised certificate exempts you from preparatory school; otherwise you sit the university's own English exam and join the preparatory programme if you do not pass.
• Turkish-taught alternatives. Where ISE is offered in Turkish, expect a Turkish certificate requirement; Atılım, for example, asks for TÖMER C1 for its Turkish-medium programmes.
• Optional exams. National university-entrance results or TR-YÖS can be added to strengthen the file.
• Registration. Atılım requires the first-semester tuition to be paid before registration and asks for proof of funds covering tuition and living costs for the normal length of study.

1. Engineering or business degree? Choose ISE if you want the engineering title and are comfortable with university mathematics. If you would rather avoid calculus and physics, IST or MIS gives a similar career start for less money.
2. City and cost of living. Ankara is generally cheaper to live in than Istanbul, which partly offsets a higher tuition fee.
3. Price. Atılım's $14,500 a year compares with $5,000 a year for Okan's English-taught IST programme in Istanbul (2026/27). Ask about merit scholarships before deciding, because they can change the comparison.
4. Accreditation and labs. Ask whether the engineering programme holds national engineering accreditation and how many lab hours are in the plan.
5. Master's route. An ISE graduate can move into software engineering, data science or cybersecurity master's programmes, which usually expect the engineering maths you will have taken.

Four years at Atılım's published fee come to $58,000 in tuition before any scholarship. If you need English preparation, budget for an extra year; confirm the preparatory fee with the university because only the medical preparatory fee is listed on its page.

For comparison, four years of Okan's English-taught IST programme cost about $20,000 at 2026/27 rates. The difference buys an engineering degree and a heavier technical curriculum, so decide first whether you need the engineering title.

The first semester must be paid before registration, so plan the transfer in time for your visa and arrival. Living costs in Ankara (rent, food, transport, the residence-permit card and health insurance) come on top of tuition.

ISE graduates compete for both development and systems roles:

• software or back-end developer in product and outsourcing companies;
• database administrator or data engineer;
• systems integration or ERP technical consultant;
• network and security engineer after additional certification;
• IT project engineer in manufacturing, defence, banking or the public sector.

In Turkey, foreign graduates need a work permit obtained by the employer. Abroad, the engineering degree is generally recognised through each country's own diploma-recognition procedure, so check your home country's rules if you plan to return.

1. Nine to twelve months ahead: check that your school grades and mathematics are strong, and take an English test the university recognises.
2. Application: upload certified copies of your school certificate, transcript, GPA evidence and passport to the university's online portal.
3. Acceptance: the faculty and the international office review the file and send a letter of acceptance.
4. Before registration: pay the first semester, apply for a student visa with the acceptance letter, and bring the original documents, proof of funds and translations to Ankara.
